It's another way of managing your blogs and for people to follow you. Up until yesterday I'd never been been on it but like you I had seen it on other people's blogs.
In order to register your blog with it you have to paste the above link somewhere on your blog for them to find it!
Not sure I'm going to replace using googlereader with bloglovin' yet though!
